The most-read pages of your proposal
The Source Selection Authority, evaluators, and program staff may read your executive summary before anything else, and some will read only that. It is a sales document for the decision-maker: it shows you understand their mission, gives your solution in plain language, proves you can deliver, and explains why choosing you is low risk.
Lead with the customer, not your company history. Mirror the evaluation factors in Section M, in the same order, so evaluators can find what they score.
Check Section L first. Some solicitations prohibit an executive summary, count it against page limits, or require a specific format.
